Before starting Infravest Strategies, LLC, Samuel served as the inaugural director of the Center for Alternative Finance and Procurement, a P3 center of excellence for the State of Texas. Prior to joining the state, he worked for Ferrovial-Agroman US Corp. in their North American operations headquarters, located in Austin, Texas. While there, he was tasked with overseeing the procurement of multiple billion-dollar infrastructure projects in various sectors of infrastructure utilizing public-private partnership type contract structures.

He has spoken at numerous conferences and workshops on the use of public-private partnerships.

Samuel holds both a B.S and M.S. in Civil Engineering from the University of Texas at El Paso. He lives in Austin, Texas and enjoys, running, two-stepping, and rubbing his dog’s belly.
